Son of Shri Badri Dass Dhiman; born at Majhin, Distt. Kangra on 12th April, 1950; Graduate; educated at DAV College, Hoshiarpur; married to Smt. Shashi Bala on 5th May, 1974; three sons; Trader and Industrialist.
Interest in politics came naturally being born in a family of Congressmen; Joint Secretary, (i) DCC Kangra, 1984-90; (ii) DCC Una, 1990-92; Member, DCC Una, since 1992 and President, Pradesh Congress Committee, 29-11-2004 to 25-07-2005.
Elected to the State Legislative Assembly first in 1993; re-elected in 1998 and 2003 from Gagret Assembly Segment which after delimitation has been dereserved.
Remained Deputy Speaker from 16th December 1993 till he was inducted into Council of Minister as Minister of State for Co-operation and Higher Education (Ind. Charge) on October 18, 1995 and remained such till March 1998; Co-operation Minister March 6, 2003 to August 2004 and; Industries Minister, August 2004 to December 2007.
Elected again to the State Legislative Assembly for the fourth time in December, 2012. and appointed Chairman, Estimates Committee.
